It is always known in our culture that rains are blessings, but in this current situations people dread to see the clouds form. They gnash and wish it is never June. Exactly a year ago, the country was plunged into a state of disarray and mourning where, according to media reports over 150 people lost their lives to the down pour that hit the country at circle, known as twin disaster. Children became orphans, young couple metamorphosed to widows and widowers, students lost their long held dreams and babies and children innocently succumbed to the running water helplessly to death.  No amount of tears, wailing could bring back the lost ones. Those who survived had their lives complicated with trauma and regrets yet had no choice than to thank God. They are dead and gone forever, they can only be remembered with a reflection of pains and curses. The state of Ghana’s Educational Decentralisation Policy International experience with decentralisation has motivated a well-known typology. This and other typologies for Ghana have the limitation that decentralisation experience in the region is still at an incipient stage. In most decentralized countries typologies begin with the necessary orientation to deconcentration, devolution and delegation. Recently, attention has been focused equally if not more on devolution to schools and school management committees (commonly called school autonomy and school-based management) at the grassroots level.
